On Windows, the built-in Administrator account is disabled by default on modern systems. Most administrator accounts are regular users who have been added to the Administrators group. Checking the username alone is insufficient.
Windows User Account Control acts as a barrier. Even if you are logged in as an Admin, applications run in a "Standard" token mode by default until you specifically grant them elevation.
On Windows, you can use the runas verb with Process.Start() :
